Baku, Azerbaijan, October 29, 2026 -- BAKU, Azerbaijan – President Ilham Aliyev has signed one of the region's most comprehensive digital economy reform packages, introducing 20-year tax incentives alongside modern legal frameworks for R&D, venture capital, crowdfunding and cybersecurity. The package comprises 26 laws, five presidential decrees and three Cabinet of Ministers decisions. The reforms take effect on 1 January 2027.

The reforms draw inspiration from Estonia's digital government model and digital nomad policies, as well as Singapore's approach to intellectual property protection and R&D commercialisation, while being adapted to Azerbaijan's own tax and investment framework.
"Technology companies compete globally for capital, talent and speed. This reform is designed to give them a competitive advantage in all three — positioning Azerbaijan as one of the region's most attractive jurisdictions for building, scaling and exporting technology," said Rashad Nabiyev, Minister of Digital Development and Transport.
The reforms are intended to accelerate private investment, attract international technology companies and highly skilled talent, and position Azerbaijan as a regional hub for AI-driven innovation. They providethe legislative foundation for Azerbaijan's Action Plan for the Acceleration of Digital Development for 2026–2028 and its AI Strategy, supporting the country's ambition to become a regional hub for advanced technologies and a competitive destination for technology investment and innovation.
The newly enacted legislation addresses structural, fiscal, and operational barriers across the technology lifecycle:
• 20-year 0% tax regime for qualifying technology park residents, including exemptions from corporate income tax, income tax for qualifying employees, dividend tax, property tax and land tax subject to applicable eligibility requirements.
• One of the region's most attractive investment frameworks, introducing tax incentives for angel investors and venture capital, together with modern startup financing instruments such as SAFE agreements and convertible notes.
• Major incentives for AI and R&D, including a 250% super-deduction for eligible research and development expenditure.
• Global talent and digital nomad incentives, including dedicated digital nomad status, five-year social insurance exemptions for highly qualified foreign specialists, tax-efficient employee stock options (ESOPs) and streamlined residency rules.
• Government as an early innovation customer, enabling public-sector pilot contracts and procurement preferences that help startups commercialize new technologies faster.
• A national AI innovation ecosystem, supported by a regulatory sandbox, sovereign GPU-based computing infrastructure, a unified national data platform and the regional AI Sandbox for Innovation initiative.

Brazilian President Luiz Inacio Lula da Silva’s re-election should provide continuity for the country’s trade push into Southeast Asia, analysts say, as Vietnam and Indonesia pursue preferential trade agreements with Mercosur, the South American bloc in which Brazil is the largest economy. But better access to Brazil and other Mercosur markets is far from assured, with trade experts pointing to difficult negotiations over tariffs and agricultural access, as well as political differences within...

Japan wants a more united and proactive Southeast Asia as it sees Asean as a bulwark against an intensifying great-power rivalry, analysts say, while uncertainty over Washington’s long-term Indo-Pacific strategy has deepened Tokyo’s concerns about the region’s future. Japanese Defence Minister Shinjiro Koizumi on Wednesday urged Southeast Asian nations to strengthen their collective response to emerging security threats, warning of a “rapidly deteriorating” security environment and shifts in the...
Smoke from this year’s Indonesian forest and peatland fires has inflicted an estimated 8 billion ringgit (US$1.97 billion) in welfare losses on Malaysia, contributing to an estimated 1,700 deaths and severely disrupting manufacturing, according to a report commissioned by the country’s leading industrial group. A flurry of meat seizures across Thailand and Vietnam has raised fears of animal-borne diseases devastating regional livestock populations and unsafe food ending up on consumers’ plates. Driven by rising energy and logistics costs, unscrupulous suppliers have targeted restaurants and wet markets desperate to protect margins by sourcing cheap, unregulated cuts – even those past their expiry date or tainted with disease. On October 21, police in Vietnam’s southern province of Dong Nai dismantled a...

A South Korean special prosecutor on Thursday demanded the death penalty for ousted president Yoon Suk-yeol, ahead of an appeal court verdict on rebellion charges over his brief imposition of martial law in December 2024. The Seoul High Court has yet to set a date for a verdict on Yoon’s appeal of a life sentence handed down in February by the Seoul Central District Court. The court found that he illegally mobilised troops and police to seize the legislature, arrest political opponents and...
Indonesia’s communications minister has urged calm after a former Singaporean nominated member of parliament (NMP) suggested the city state could disrupt its neighbour’s internet access, arguing that any outage would cripple connectivity on both sides. Communication and Digital Affairs Minister Meutya Hafid said the government and public “need not be irritated” by comments from ex-NMP Calvin Cheng. In Singapore, NMPs are appointed to bring non-partisan perspectives to the legislature; they do...
